Lee County is pleased to announce an exciting opportunity for a Grants Analyst responsible for managing state and federal grants in the Transit Department.
EXAMPLE OF DUTIES Manages federal and state grant program including grant application, approval, implementation, revisions, amendments, reporting, and closeouts.
Develops contracts and agreements to ensure grant compliance.
Responsible for grant draws in the Federal Transit Administration's (FTA) ECHO system and Florida Department of Transportation's (FDOT) billing process.
Prepares and submits quarterly grant reports to the Federal Transit Administration (FTA) and the Florida Department of Transportation (FDOT).
Complies with all FTA and FDOT reporting rules and requirements.
Researches and develops new funding and financing opportunities for Transit.
Works closely with auditors on grant compliance.
Resource person for all grant-related matters at LeeTran.
Coordinates and assists with the Federal Transit Administration's Triennial Review Process.
Coordinates and assist with FTA grant compliance in regards to Title VI, Limited English Proficiency (LEP) - local assistance plan, Equal Employment Opportunity (EEO) Plan, Disadvantaged Business Enterprise (DBE) Plan and Reports, and other related requirements and reports.
Coordinates with and provides input on transit-related Transportation Improvement Plans (TIPs) and Unified Planning Work Program (UPWP) to the Lee County Metropolitan Planning Organization (Lee MPO).
Tracks legislation and drafts agency responses to state rule-making processes and official notices affecting transit grants.
Coordinates and assist with Federal Uniform Relocation Act (URA), Davis-Bacon Act compliance including National Environmental Policy Act (NEPA) Environmental Reviews for the federally-funded construction projects.
Assists in coordination of grant-funded projects with local, state and federal agencies.
Conducts project status meetings and/or make presentations to staff, elected officials, public/private agencies, various committees and the general public as required.
Interprets policies, ordinances, state or federal laws, regulations and guidelines.
Prepares agenda items for the Board approval of grant applications and agreements.
Position requires some travel for FTA and FDOT grant compliance training.
MINIMUM QUALIFICATIONS Requires any combination of education and experience equivalent to a Bachelor's Degree in a closely related field and two years grant or closely related experience.
Possession of a valid driver's license with an acceptable driving record required.
SUPPLEMENTAL INFORMATION Knowledge of County, Federal, and State grant funding programs rules, regulations, procedures and guidelines.
Knowledge of accounting principles.
Ability to collect, compile, and analyze statistical and fiscal data and to present logical conclusions in graphic and narrative form.
Ability to express ideas effectively through verbal and written presentation.
Ability to work effectively with Federal and State agencies.
Must possess good oral and written skills and a proven ability to communicate effectively at all levels of an organization.
Ability to think creatively to increase efficiency and contribute to department goalsPossesses excellent organizational and time management skills, with a proven ability to meet deadlines.
Works proactively and independently, with the ability to problem solve and take initiative.
Proficient in software programs (including Microsoft Office suite), Internet applications and utilization of all relevant office equipment.
Ability to quickly learn internal software programs.
Work hours and days are Monday through Friday 8:
00 AM to 5:
00 PM.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
